JOHANNESBURG (AP) — Russian President Vladimir Putin and Chinese President Xi Jinping were both absent as leaders from the BRICS group of emerging economies started a three-day summit in South Africa on Tuesday.
Putin’s travel to Johannesburg was complicated by an outstanding International Criminal Court warrant for his arrest over the abduction of children from Ukraine. His participation as the bloc named for member nations Brazil, Russia, India, China and South Africa opened its first in-person meeting since before the COVID-19 pandemic came in the form of a 17-minute prerecorded speech.

They have the league’s oldest point guard, soon-to-be-40 Jason Kidd.
They have the league’s oldest rookie, 35-year-old Pablo Prigioni.
They have two 38-year-olds, Marcus Camby and Rasheed Wallace, who have more collective wear and them on them than the Michelins on Willie Nelson’s tour bus.

Tom Emmer withdraws bid for House speaker hours after GOP nomination
WASHINGTON (AP) — Republican Tom Emmer abruptly abandoned his bid to become House speaker Tuesday, withdrawing hours after winning the internal party nomination once it became clear he would not have enough support from GOP colleagues for the gavel.
Emmer, the GOP Whip, reversed course after Donald Trump objected to his nomination and hardliners in the House denied the party leader the votes he would need.
He is the third Republican to fall short, leaving dejected Republicans no closer to resolving the chaos they have created since ousting Kevin McCarthy at the start of the month.

Fairfax City officials wanted the homeless out. Now theyre helping them settle in.
A sign of the changing attitudes toward homelessness in Washington’s suburbs lies inside a just-built, $4.5 million center in Fairfax City that, four years ago, might have been reviled instead of embraced by leaders in the Northern Virginia community.
The new Lamb Center, which will celebrate a grand opening Sunday, offers private showers, health care, laundry service and a large pantry stocked with donated pastas, cereal boxes and canned goods. A dental suite will open soon.
